The Internation Building Code (IBC) regulates deck additions attached to commercial buildings such as apartments or businesses like restaurants or shopping centers.  The IBC is very similar to the International Residential Code (IRC) which regulates deck additions to single family residential houses with the main exception relating to guard rail height.
